If you want to import your car into the Netherlands, you have to go through the RDW (Rijksdienst voor het Wegverkeer). Please see their website for information about the procedure.
The rules for using/exchanging your driving license (rijbewijs) depend on where it was issued.
If you have an EU driving license (and this includes Norway, Iceland and Lichtenstein) you can keep your driving license. In order to use it legally you have to validate it (for 10 years) by registering it in The Netherlands. This should be done within one year after you registered at the City Hall.
If it was issued somewhere else, you can use the license for 185 days after you became a resident. Before the end of this period you will have to exchange it for a Dutch Driving License. For most licenses, this can be done without having to take a test. This may take some time, so do not wait until the last day.
