SfinxLite system settings
The SfinxLite system settings file ($OSdir/lib/settings) takes care of
all system-wide initializations. This combines most of the functionality that
used to reside in $OSdir/sfinx/cshrc and a few other files.
A section about the exact sequence of initializations should still be written.
The settings file also reads the envcap
databases to set the environment.
