It consists of a descriptive title and a couple of title buttons.
Clicking the left mouse button on the title bar (but outside the buttons) raises the window, in case it was partially covered by other windows. The middle mouse button lowers the window. The right mouse button pops up the Window Menu, allowing you to manipulate the window in various ways.
